Steinbeis-Europa-Zentrum SEZ was founded in 1990 and is the operative unit of the Commissioner of European Affairs to the regional Minister of Economic Affairs. Cross border co-operation represents a focal component of the European Policy of BW, in that the promotion of co-operation across national boundaries has been adopted as an objective in the preamble to the State Constitution of BW. This is implemented in many co-operation commitments, e.g. the 4 plus 1 motors for Europe (Catalonia, Lombardy, Rhone-Alps, BW plus Wales), Lake of Constance declaration, ARGE-ALP, ARGE Donau, etc. The SEZ is the implementing organization as soon as such co-operation of this type is intended in the field of innovation and technology.
Since 1993 SEZ has been a member of the Value, now Innovation Relay Centre Network, promoting trans-national co-operation in innovation and technology, always being evaluated as one of the 10 best relay centres in the network. SMEs are the target group of SEZ, supporting them in their strategy and implementation of innovative products and processes, having the focus on trans-national co-operation and networking of SMEs. A network of SMEs being led by women entrepeneurs is planned to be installed among EU and newly associated countries like Hungary and Czech Republic to support them in developing and/or taking up innovative technologies and products. SEZ has been co-ordinator of more than 5 different EU-Projects and partner in another 5. As IRC co-ordinator, SEZ has trained different regions in Germany, Czech Republic, Hungary and Switzerland to become valuable and integrated members in the IRC-Network. Within the IRC-Network, SEZ again was and is involved in specific thematic networks as the founding and core.
SEZ organised in co-operation with IFEX and the regional ministry of economic affairs (funded also by the EC and the national government) a 2 day international conference entitled "Entrepeneurship - an Objective for Eduction in Europe" followed by an expert day on incubator models and start-up mechanisms. This was designed as a first step for an exchange of best practice and networking of regional strategies for promoting a culture of entrepeneurship. Based on contacts made in this conference among the 350 participants from over 35 countries, several proposals evolved for the innovation call and many of the participant list had successful proposals. Results of the conference were disseminated through the Internet (list and profiles of experts on incubators for entrepeneurship, and of incubator models as downloadable files), a specific issue of the journal Higher Education and Industry, as well as through 2 specific brochures.
