The Steinbeis Foundation, installed by the regional ministry of economic affairs, is a very successful model to promote and establish a culture of technology transfer to SMEs. Founded in 1971, it uses the existing RTD structures and resources to transfer know-how and technology to the local industrial companies. The STW has become one of the most successful technology transfer organizations world wide with more than 400 transfer centres, 2,500 employees, 20,000 projects per year and a turnover of 75M Euro, of which 95% come from private sources.
Ifex, the Information Centre for Business Start Up is part of the Office for the Promotion of Trade and Industry and as such a subordinated authority to the Ministry of Economic Affairs of the State of BW. The ifex was founded in 1994 as a strategic unit developing and implementing new innovative activities to promote and support start ups, and as such co-operating with all relevant organizations in BW and start up initiatives in various parts of Germany. Ifex has realised different programmes, including initiatives for university start-ups. This has resulted in 12 incubators in BW and many regional networks of incubators with financing and supporting structures. 2 of these networks became part of the Club of Excellence by the EC, having proven record in supporting innovative start-ups.
The ministry of economic affairs in BW is highly interested in exchanging experience and know-how in implemeting innovation structures. A recent study on the innovation structures in BW confirmed the high innovation potential, but also declared, that the existing potential is not fully used due to a lack of networking. BW has many active and successful players, but often acting independently from each other. Different ideas how to improve this situation are discussed, and a European wide exchange will be highly appreciated.
