Introduction to South East Ireland

The South-East region is one of eight regional authorities established on a statutory basis by central government in 1994. This was a small but significant step towards regionalisation, in what is a largely centralised state in terms of government and public administration. The Regional Authorities were established along NUTS III boundaries, nomenclature unit territoriale, an EU system of regional classification of territorial units based on minimum population sizes and administrative units. The South-East Regional Authority with its statutory base and democratic mandate, has a wide remit and general competence to act in the interest of the development of the region, and has played a valuable role in both articulating and bringing the needs and concerns of the region to the top of the political agenda. Working in close co-operation with local and public authorities, business, farming, employer and employee organisations, the third-level institutes and academia, the Authority has spearheaded efforts to have the overall concerns and requirements of the South-East, particularly in the context of the national Development Plan 2000-2006 and the various EU support measures for Ireland. The continual focus has been to address the key issues that affect the overall development of the South-East region, particularly those that have traditionally inhibited its physical, social and economic welfare.

The principal activities of the Authority in the past year or so, have included inter alia, region-wide waste management and environmental initiatives, co-ordination of broadband telecommunications public access network, regional information society strategy and action plan (SEISS), high-level involvement in the formulation of a National Spatial Strategy, a regional passenger transport strategy, a Business Development Model for Small-Medium Enterprises, participation in EU programmes and projects such as INTERREG, RECITE and ERDF in conjunction with the 3rd level institutes, the County Enterprise Boards and other partners, both trans-national and from within the South-East region.

The Regional Authority's most recent project - SEEDS - commenced in November 2002. It's purpose is to develop an employment strategy for the South-East region.
