Industry Profile
Industry has experienced a decline during the 1990-2000 period. The industry of the Region – created and developed by political command in the last decades – was not prepared to function according to the free market rules, thus the industrial output decreased by more than 50%.
Also, as it can be seen in the chart below, whilst the national industrial growth rate increased from 1996 to 1998 by over 100%, with a low reduction in 1997, the regional growth rate decreased from year to year, caused by the economic restructuring process started in 1992.
The constructions sector is well represented in the Region, but it has also undergone a decline after 1989, resulting in the reduction of the employees by more than 50%. Moreover, the lack of modern and efficient (when expressed in cost-quality ratio) materials and multi-functional equipment led to a massive reduction of the construction and spatial planning activity. This trend has been stressed by the migration of the specialists and qualified personnel towards better-paid jobs.
The SMEs (seedbed for innovation) represent an important sector of the regional economy, absorbing a large part of the number of employees (39,83%). They generally have a higher flexibility, are more responsive to the market requirements, more innovative in the ability to respond to the consumer demands, improving the competition environment, enhancing the organisational culture and creating the conditions for social stability.
Still, the number of SMEs per 1000 inhabitants is the lowest, compared to the other Regions (12 SMEs per 1000 inha.). Total income generated by private SMEs represented 10.3% of income generated by SMEs at the national level, in the year 2000. This is a small share, considering the Region’s size, as regards population and territory.
The regional share of SMEs in various economic sectors is consistent with SME expansion by sector nationally, in decreasing order: trade, services, and industry. Private ownership is prevalent.

1. Tehnopolis Iasi - University Innovation Center and Business Infrastructure Development Park for SMEs and Private Investors www.tehnopolis.ro
The main project objective is to establish an industrial park/business incubator for IT-companies, companies within audiovisual and multimedia industry, biotechnology and organic food production in order to facilitate high-tech industrial development and preventing the brain-drain from North East region in general and Iasi in particular, since Iasi is a university town with potential direct access to newly graduated specialists within the high-tech field. This first stage of development includes 5,000 sq.m. of business premises, including a high-speed network connection and Internet access.
The park envisages 14 lots for small industrial buildings with one model building constructed, 10 lots for medium industrial buildings with one model building constructed and 8 lots for large industrial buildings with one model building being constructed plus rehabilitation of two industrial halls.
The location of the business park is in Iasi, 5 minutes from the closest railway station (Nicolina) and from the national road from Iasi to Bucharest, 10 minutes from the City Center, from the main railway station, from hospital and from the Technical University Campus, 15 minutes from the World Trade Center and its 5-star hotels and 35 minutes from Iasi Airport.
2. Business Infrastructure Development Park for SMEs and Private Investors in Bacau
The objective of this project is to construct an industrial park for the IT industry. Production, services and certified training will also be provided within the park. It is hoped that construction of the park will help turn the tide of young people and domain specialists migrating from the North East Region to Bucharest or Timisoara. In this first phase of the project, to be co-financed by Phare, an estimated number of 50 SME’s will be accommodated within the park. These businesses will have at their disposal over 3,000 sq.m of area for offices and services, 3,200-sq.m surface for industrial production, 1,700 sq.m for warehousing and 500 sq.m for training. The park will also provide accommodation for the following services: banking, legal services, consulting, medical, food and post office.
The project site is located at Hemeiusi, 9 km. from Bacau, (and 9 km. from Pan European Corridor nr. IX (DN2) 55 km. from Piatra Neamt, 135 km from the border point to Moldova at Albita, 140 km. from Iasi, 185 km. from Brasov, 295 km. from Bucharest and 420 km from Constanta.
